Scope overview
New York City Economic Development Corporation ( NYCEDC ) on behalf of the City of New York (the City ) is pleased to release a request for proposals ( RFP ) seeking proposals from qualified parties ( Respondents ) for the purchase and development of an approximately 95,000 square foot site located at 100 Gold Street in Manhattan (Block 94, Lot 25) (the Site ).
On August 21, 2024, New York City Mayor Eric Adams signed Executive Order 43: Prioritizing Housing Production and Accelerating the Production of Housing on City Sites, compelling the City to identify public land suitable for new housing development to address the City s housing crisis with a moonshot goal of building 500,000 homes over the next decade.
As part of this effort, Respondents have a unique opportunity to develop a mixed-income residential project in lower Manhattan to address the City s housing shortage. NYCEDC plans to select a Respondent on the basis of factors stated in the RFP which include, but are not limited to, program and design, financial and schedule feasibility, respondent qualifications and experience, and economic impact.
It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC s projects and initiatives.
Please refer to the Equal Employment and Affirmative Compliance for Construction Contracts Addendum in the RFP. This project has Minority and Women Owned Business Enterprise ( M/WBE ) participation goal of twenty-five percent (25%), and all respondents to the RFP will be required to submit an M/WBE Participation Proposal with their response.

An optional virtual informational session will be held on Wednesday, March 19, 2025 at 11:00 AM ET via video conference.
Those who wish to attend must RSVP by email to 100GoldRFP@edc.nyc on or before Monday, March 17, 2025. NYCEDC will lead a tour of the Site starting at 3:00PM on Friday, April 11, 2025.
Those who wish to attend must complete the following by 5:00PM ET on Monday, April 7, 2025: Send a RSVP with first name, last name, and company name to 100GoldRFP@edc.nyc, and Submit a completed waiver form, available at www.edc.nyc/rfps. For those who are not able to attend, the questions asked and answered during the information session and Site tour will be posted on the RFP website.
Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 PM ET on Wednesday, April 30, 2025. Questions regarding the subject matter of this RFP should be directed to 100GoldRFP@edc.nyc. Answers to questions will be posted by Wednesday, May 21, 2025, to https://edc.nyc/rfps.
Questions regarding the subject matter of this RFP will not be accepted after 5:00 PM ET on Wednesday, April 30, 2025, however, technical questions pertaining to downloading and submitting proposals to this RFP may be directed to RFPRequest@edc.nyc on or before 11:59PM ET on Thursday, June 5, 2025.
