Scope overview

PURPOSE AND SCOPE The Oslo School has a regular and varied need for bus transport for educational related activities, excursions, events and school camps. Schools procure bus services every year for both small and large outings, and there is, therefore, a need for a framework agreement that ensures predictability, quality and cost efficiency in such transport services.

The Education Agency would like to enter into a framework agreement with up to three tenderers, provided that there are a sufficient number of qualified and competitive tenders. The aim of the framework agreement is to cover the Oslo School ́s total need for passenger transport by bus. The agreement shall include both short and longer driving assignments - from simple roundtrip transports in the Oslo area (e.g.

excursions to museums, sports events or co-operating schools) to transport over longer distances, such as school camps or events outside of Oslo. The agreement also includes transport for the implementation of the Summer School in Oslo, which is arranged every year during the summer holidays.

The summer school already has a contract for bus transport for summer 2026 and will therefore be included in this agreement from 2027. The contracting authority has a sufficient number of adult persons per bus to check and ensure that the drivers ́ regulations are followed by passengers. Responsible attendant shall be able to use the school/agency ́s crisis and stand-by plan for accidents.

The contract does not include: · Long term and scheduled transport assignments, e.g. transport for schools in replacement premises over one or several school years. · Transport in connection with 17 May Transport assignments in connection with implementation of Sommerskolen have an annual estimated value of NOK 1.5 million. Mini-competitions will be held among the tenderers on the contract for these assignments.

For other assignments with an estimated value of more than NOK 500,000 excluding VAT, the contracting authority can choose to hold mini-competitions. All other assignments have an annual estimated value of NOK 9 million. Orders under this part of the framework agreement will be placed in accordance with the fossefall principle.

The contracting authority draws attention to the fact that the estimates are based on previous consumption. The estimate is only a guideline and is without obligation for the Contracting Authority. This framework agreement is valid for up to a maximum value of NOK 80 million.
