(as per Procurement Plan): SCG-IC/7 The Republic of Uzbekistan has received financing from the Global Partnership for Education (GPE) through the World Bank toward the cost of the Uzbekistan Education System Capacity Building Project.
The Ministry of Preschool and School Education of the Republic of Uzbekistan (“the Implementing Agency”) intends to apply part of the proceeds to hire an Individual Consultant to support the development and strengthening of child protection policies within the national education system.
The objective of the assignment is to support the Ministry of Preschool and School Education (MoPSE) in developing an evidence-based, coordinated, and contextually appropriate strategic approach to child protection in the education sector.

Interested consultants must send a CV that provides information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, availability, etc.). The qualification criteria are as follows: Master’s degree or higher in Psychology, Child Development, Social Work, Education, or a related field.
7–10 years of professional experience in child protection, child development, safeguarding, or social risk prevention programs. Proven experience working with international child-focused or social development organizations, providing advisory support across multiple countries. Demonstrated expertise in needs assessment, safeguarding systems, program design, and supporting vulnerable children and families.
At least 5 years of university-level teaching experience in relevant subjects (Child Development Psychology, Counseling Psychology, Family Therapy, etc.). Strong experience in stakeholder mapping, consultation facilitation, and cooperation with government and international partners. Excellent analytical, communication, and reporting skills. Proficiency in English, Uzbek, and Russian.
The selected consultant will be offered a lump-sum contract for 12 weeks, expected to commence in January 2026.
