Broadband Internet Access Proposal Request for Detroit Edison Public School Academy

Detroit Edison Public School Academy Broadband Request (EPC Narrative) Detroit Edison Public School Academy seeks proposals for high-capacity, scalable broadband Internet access (100 Mbps 10 Gbps) to support instructional, administrative, and operational needs across all Academy buildings.

Due to repeated wired infrastructure failures, the Academy requires at least three independent connections per building (Students, Faculty, Operations) to ensure reliable, uninterrupted service. Student Segment (Highest Priority): Preferred wireless point-to-point microwave technology to support mandatory online state testing and high-concurrency use.

Faculty Segment: Dedicated connection for instructional staff and academic administration. Operations Segment: Dedicated connection for administrative and operational systems. No vendor preference; alternative E-Rate eligible technologies may be proposed. No duplicate services for the same user group are allowed.

Evaluation criteria include price of eligible services (primary factor), technical compliance, reliability, scalability, operational support (local vendor, 30-minute onsite response, 24/7 availability), and implementation timeline. Procurement rules: All communication must occur through the formal bidding process. No additional information, calls, site visits, or emails will be accepted outside of this process.
