Scope overview

The Office of Education in the New Jersey Youth Justice Commission (formerly NJ Juvenile Justice Commission) provides education technology in fourteen (14) separate schools in the state of New Jersey. Each school has classroom computers, tablets, switches, wireless access points, printers, etc., that connect to the State of New Jersey Wide Area Network.

The Office of Education is seeking Switched Ethernet, Ethernet Virtual Private Line (EVPL) service for these fourteen (14) schools and two (2) datacenters. The EVPL Circuits must join with the New Jersey Garden-State-Network and the New Jersey Office of Information Technology WAN routers. The School Circuits will have a minimum EVC data capacity of 100mbps and a circuit capacity of 1gbps.

The datacenter circuits will have a minimum capacity of 10gbps and will be an aggregate connection for the 14 school circuits. The circuits will be leased for twelve (12) months. As a school district within a state agency (New Jersey Youth Justice Commission (formerly NJ Juvenile Justice Commission)), the Office of Education is required to contract these services using the New Jersey Dep.

of Treasury State Contracts system. In this case of education technology, specifically the T1776 Data Communications contract and/or any replacement contract listed in njstart.gov. Vendors must verify for themselves, and us, that they can do business with the state of New Jersey through the state contract system (https://njstart.gov), on the specific individual contract, before any bids can be considered.

Any bids requiring construction will be required to be completed prior to July 1, 2025. These are the fourteen locations for EVPL data circuits: New Jersey Training School - Grace Hill Rd. Jamesburg Juvenile Medium Secure Facility- 307 Burlington Rd. Bordentown, JMSF Bldg. Juvenile Female Secure Unit - 307 Burlington Rd. Bordentown, Hayes Bldg. Warren Regional Community Home - 509 Brass Castle Rd.

Oxford Voorhees Regional Community Home - 201 County Road, Route 513, Glen Gardner Essex Regional Community Home - 461-63 Central Ave. Newark D.O.V.E.S. - 188 Lindbergh Rd. Hopewell Vineland Preparatory Academy - 200 Maple Ave. Vineland Costello Preparatory Academy - 800 Carenza Rd. Tabernacle Pinelands Regional Community Home - 3016 Route 563, Chatsworth Ocean Regional Community Home - 195 Game Farm Rd.

Forked River Southern Regional Community Home - 800 Buffalo Ave. Egg Harbor Atlantic County Youth Center - 800 Buffalo Ave. Egg Harbor Camden County Detention Center - 8 Woodbury-Turnersville Rd.
