Scope overview

The Norwegian Health Network SF (NHN) is a government company owned by the Ministry of Health and Care Services. The Norwegian Health Network is responsible for providing services connected to interaction/infrastructure, and inhabitant services through Helsenorge.NHN has decided, on the advice of the Priority Council, to establish a service for plans.

This includes developing, putting into production and running the service 'Establishment of Patients' plans'. NHN is responsible for coordinating the initiative. The aim of the procurement is to enable gps to participate in digital interaction on the patient ́s plans. The interaction shall take place between the general practitioner, municipal health service and the specialist health service.

A prerequisite for the interaction is that the GP's journal system must have equivalent ambition levels as the professional systems that the municipalities and specialists use in Digital Home Follow-up (DHO) pipelines. This contract is based on an intention between the parties on what shall be achieved with the procurement.

This means that there is not a complete overview of all the questions and challenges to be answered, and it will be the learning from the work underway that will provide the necessary answers. Plans, scopes and milestones can be adjusted based on this learning. The risk if the measure does not reach the finish line lies with the contracting authority.

All contracting parties shall work so that the system is made available for all in-need health companies. The service will be available through the defined steps defined in the contract. It is a prerequisite that the services are assessed ready for NHN disclosure.

Tenderers are encouraged to consider the services as a part of the infrastructure that can be integrated in their own innovation and product development processes. Clarifications related to these processes will be carried out continuously with NHN.

The contracting authority intends to enter into a contract with up to four tenderers and at least two, the total limit for the entire contract is up to NOK 200,000 excluding VAT. NOK 24 million excluding VAT. It is a prerequisite for the implementation of this procurement that a contract will be signed with a minimum of two EPJ tenderers for the gp market and one DHO tenderer.
