Scope overview

� An efficiency and effectiveness analysis of regulatory and non-regulatory incentives for the protection, maintenance, and restoration of indigenous biodiversity on private land, based on approaches used within New Zealand, and internationally. In this RFP, �incentives� includes positive incentives, indirect incentives, removal of perverse incentives and disincentives.

� Recommendations for the most efficient and effective regulatory and non-regulatory incentives for indigenous biodiversity protection, maintenance and/or restoration across terrestrial, freshwater, and marine environments. � Information/explanation on limitations of proposed incentives. A copy of our contract template is attached as a proposed contract.

This document will be modified as agreed between both parties during the negotiation process.
