REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) NATIONAL COMPETITIVE BIDDING (NCB) The Government of Indonesia Global Environment Facility Indonesia Sustainable Cities Impact Project Grant No.: TF0B8114 Assignment Title: Consulting Services for Integrating Sustainable Financing Scheme into Development Planning Document (ISFS) Reference No.: ID-RENBANG-508827-CS-CQS The Government of Indonesia has received financing from the World Bank toward the cost of the Global Environment Facility Indonesia Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include but not limited to: (a) Identify the opportunities and challenges within Indonesia's planning and budgeting framework for implementing innovative and sustainable financing schemes, especially at the local level; (b)Technical analysis related to compatibility of sustainable financing (financing schemes that direct capital towards sustainable activities and projects, including innovative financing); (c) Formulate comprehensive financial tools that integrate both quantitative and qualitative assessments of pilot cities’ baseline financial capacity, and develop guidelines for municipal governments to identify the determinants of financial performance, assuring fiscal performance, credit risks, and management of municipal assets—making sure municipal governments can assess their own financial capabilities and fiscal typology from the developed tool; and (d) Formulation of an Integrated Sustainable Planning and Budgeting System Design and finally, the results will be directed into the form of draft Guidelines for the Integration of Sustainable Financing Schemes in Local Development Planning (RPJMD and RKPD), including the findings of financial performance, assuring fiscal performance, credit risks & worthiness, and management of municipal assets, which can be used as a guide for local governments in the implementation of financing development of a more innovative, sustainable yet integrated and orderly administration; (e) Develop a supplementary guideline will be developed to enable municipal governments to align strategic priorities with fiscal capacities in each pilot city, providing a framework to expand on innovative financing instruments, address specific challenges, and provide practical tools not covered in the main guideline, with a focus on their practical application within the RKPD (Regional Government Work Plan) and RPJMD (Regional Medium-Term Development Plan) frameworks.
The Services are expected to start in March 2026 and be performed over a period of 5 months.
Further detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://link.bappenas.go.id/ToR_3F21_SCIP The Directorate of Directorate of Development Financing and Investment Strategy, Ministry of National Development Planning/National Development Planning Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria for the firms are as follows: Necessary: Has ability to mobilize in Indonesia (local partners/local experts or project office upon award); Have working contract in the field of Consulting Services of at least 2 relevant assignments completed/substantially completed/substantially completed within the last 3 years; Familiarity with sustainable cities infrastructure related to waste and wastewater management, integrated clean water supply and stormwater management, energy efficiency and renewable energy, sustainable transportation, low-carbon development, sustainable transportation, or urban biodiversity and sustainable landscape.
Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
