Het doel van deze marktconsultatie is om enerzijds dit aantrekkelijke contract in de markt bekendheid te geven en anderzijds meer inzicht te krijgen in hoe de markt tegen de opgave aankijkt. Door reacties van marktpartijen op een aantal vraagstukken ontstaat een beter beeld over de geschiktheidseisen, haalbaarheid van de planning en over het bouwterrein Duivelseiland.
Hiermee kan Rijkswaterstaat de eventuele aanbesteding zo formuleren dat de markt de ruimte heeft om haar meerwaarde te leveren. Daarnaast heeft de marktconsultatie nog andere doelen. Door middel van de marktconsultatie kunnen marktpartijen vroegtijdig een beeld krijgen van het project en de projectdoelstellingen. Voor Rijkswaterstaat geeft het een beeld van de interesse van de markt in de eventuele aanbesteding.
Tot slot biedt de marktconsultatie voor de markt en Rijkswaterstaat laagdrempelig de gelegenheid om met elkaar in gesprek te gaan. Hiermee leren zowel marktpartijen en Rijkswaterstaat evenals marktpartijen onderling elkaar beter kennen.
