PRE-SOLICITATION SYNOPSIS This Notice is being issued for planning and information purposes only. This notice is not a Solicitation, nor is to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposal as a result of this notice. The Marine Design Center of the U.S.
Army Corps of Engineers (USACE) intends to initiate an Invitation for Bid (IFB) in the near future to procure services for drydocking, maintenance, repair, and completion of required ABS Surveys for the NASA Barge PEGASUS. The work consists of maintenance and repair, American Bureau of Shipping (ABS) surveys & coordination, and scope specific modifications on the NASA barge PEGASUS.

There will be liquidated damages associated with this procurement. The anticipated North American Industrial Classification System (NAICS) code is 336611, Ship Building and Repair, Size Standard: 1300 employees.
Prior to the award of this Contract, the Contractor shall enter into a "Mastership Agreement for Repair and Alteration of Vessels". If the Contractor has entered such an agreement prior to this Contract, that agreement may be utilized. For more information, see DFARS Subpart 252.217-71, Master Agreement for Repair and Alteration of Vessels.
In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM) when submitting an offer in response to a solicitation and at time of award. The Invitation for Bid (IFB) Number W912BU26BA016 is intended to be available on or about March 23, 2026. Hard copies will not be available. No written or fax requests will be accepted.
Specific information pertaining to this procurement will be available in the Solicitation. The Solicitation documents will be posted on the SAM.gov website. It is, and will continue to be, the responsibility of all potential Offerors to monitor the SAM.gov website for any amendments, updates, responses to industry questions/comments, etc. The Government will not be maintaining a mailing list.
