Scope overview
The Maryland Department of Juvenile Services Education System (JSES) is seeking proposals for Internet Access delivered via Leased Lit Fiber to 10 sites. JSES is seeking two (2) circuits per site, one (1) for staff and one (1) for students, with minimum bandwidths at each sites current service level.
For a list of the sites, including addresses, current and targeted bandwidths, please see attachment 26MSDE_470_Bandwidth_By_Site. **Please note: The referenced attachment is not a formal RFP. It is simply included to provide additional necessary information that could not be easily portrayed in the Form 470 Service Requests or Narrative.
- All questions should reference the Form 470 number and should be submitted via email to dave.phillips@maryland.gov@maryland.gov with a copy to eholden@erateelite.com by February 13, 2026 at 10:00 am EST. * Proposals will not be accepted after the competitive bidding review process has begun. - All proposals should identify the specific services that pertain to the services listed on the Form 470. Proposals that include and encyclopedic list of all a service providers products and services or appear to be "Robo" responses may be disqualified.
- At the time of proposal submission, all service providers should have a valid Service Provider Identification Number (SPIN), or be able to provide documentation showing that they have begun the process of obtaining a SPIN from USAC. Lacking a valid SPIN, or documentation showing that the process of obtaining one has begun, at the time of submission may result in disqualification.
- As required by E-Rate rules, all proposals submitted in response to this Form 470 must offer the Lowest Corresponding Price, LCP. See USAC's website https://www.usac.org/e-rate/service-providers/step-2-responding-tobids/lowestcorresponding-price/ for additional information.
- Any offering of free services must be clearly identified in service providers' proposals and must be compliant with USAC's Free Services Advisory. - Preference is for a single provider to all sites. -Existing eligible cooperative purchasing agreement preferred.
