Scope overview

Pursuant to Section 3-05 of the New York City Procurement Policy Board Rules, the NYC Department of Health and Mental Hygiene (DOHMH) intends to enter into negotiations for a 6 year agreement with RDE System Support Group, LLC for RDE s proprietary web software platform, NYC HOPWA eCOMPAS (electronic Comprehensive Outcomes Measurement Program for Accountability and Success), which will be utilized by DOHMH 's HOPWA and Ryan White Part A housing programs to manage its client level data, housing inventory, provider contracts, fiscal processes and required reporting to the U.S.

Department of Housing and Urban Development (HUD), and to the Health Resources and Services Administration (HRSA). RDE System Support Group, LLC is the sole owner of the NYC HOPWA eCOMPAS software (a proprietary software), the NYC HOPWA eCOMPAS application, the web software platform eCOMPAS, and all RDE s copyrighted materials related thereto. There are no other manufacturers for these products and services.

Therefore, DOHMH determined that RDE System Support Group, LLC is the sole source provider for this software and services. Vendors who believe they can legally provide the required software and services are invited to submit an Expression of Interest directly to this RFI in PassPort - EPIN 81626Y0732, which is due on 8/21/2025 by 2:00PM.
