Advanced Contract Award Notice - COLLECTION AND SHIPPING OF BLOOD/SERUM AND URINE SAMPLES An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities.

If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre identified supplier.

Purpose of this ACAN: Public Services and Procurement Canada proposes to negotiate a contract with University of Toronto on behalf of the Public Health Agency of Canada (PHAC) for the purchase of the COLLECTION AND SHIPPING OF BLOOD/SERUM AND URINE SAMPLES.

Limited Tendering Reason: In accordance with Government Contract Regulations (GCRs Part 1 - Conditions of Contract Entry - Bids - 6.(d)) university of Toronto, is the only known supplier for COLLECTION AND SHIPPING OF BLOOD/SERUM AND URINE SAMPLES.
