Scope overview
Selection for Technical Consultants - RFI/IEOI for Samarkand Gas Distribution Network Upgrade and Methane Abate AIIB, a multilateral development bank, finances sustainable infrastructure to foster development within its member states. AIIB’s Mission is to finance infrastructure for tomorrow.
It has four thematic priorities, namely (i) green infrastructure (ii) connectivity and regional cooperation (iii) technology enabled infrastructure and (iv) private capital mobilization. The Government of the Republic of Uzbekistan (“GoU”) introduced a comprehensive reform agenda seeking to transform the country from a centrally planned economy to a sustainable market economy.
The strategy prioritized reform of State-Owned Enterprises (“SOEs”) and opening the economy to broader participation of the private sector to enhance long-term growth through increased efficiency and productivity. The GoU has included in their list of 2030 priority PPP programs a project to upgrade the Samarkand Gas Distribution Network (SGDN) on a PPP basis to improve system performance and reduce methane leakage.
The SGDN is operated by "Hududgaz Samarkand" (HGT Samarkand), a division of Hududgazta’minot JSC (HGT). To support the GoU's Ministry of Economy and Finance (MoEF) and Hududgazta’minot JSC (each a “Client” and together the “Clients”) to deliver the Project, AIIB seeks to engage a Consulting Firm as Transaction Advisor.
The Consulting Firm will conduct technical studies and PPP structuring to support the GoU in developing and implementing a bankable project on a PPP/hybrid PPP basis. The selected Consulting Firm shall lead a delivery team consisting of members and/or personnel having the expertise required in the attached Draft Terms of Reference.
AIIB also wishes to use the opportunity to solicit interests and potential development project finance opportunities beyond this particular transaction.
