Bygherre forbeholder sig ret til at tildele kontrakten på baggrund af tilbudsgivernes indledende tilbud, og således ikke optage forhandling med tilbudsgiverne. Såfremt bygherre vælger at gennemføre forhandling, forbeholder bygherre sig ret til at udskille 1-2 tilbudsgivere.
