  • The Government of the Republic of Marshall Islands has applied for financing from the World Bank toward the cost of the RMI Urban Resilience Project (RMIURP) and intends to apply part of the proceeds for consulting services.
  • The purpose of the consultancy is to provide technical advice and capacity-building support to the Ministry of Public Works, Infrastructure and Utilities (MPWIU), the Building and Safety Regulation (BSR) Division, the Ministry of Culture and Internal Affairs (MOCIA), and the National Disaster Management Office (NDMO). The Consultant will also supervise and provide technical oversight for infrastructure projects implemented under the RMI Urban Resilience Project (RMIURP), particularly in relation to civil engineering aspects. The Consultant will: (a) Work closely with MPWIU, BSR, MOCIA, and NDMO to strengthen technical and engineering capacities, providing expert reviews, recommendations, and advice to support the enforcement of the RMI National Building Code, the Majuro Master Plan, and the Revised Planning and Zoning Act.; (b) undertake site supervision and oversight of works; (c) In collaboration with the Urban Planning & Design Specialist, and under the guidance of the Building Safety and Regulations (BSR) Division, the Planning Division of MOCIA, and NDMO, develop practical guidance and awareness-raising materials tailored to different target audiences, including government stakeholders, landowners, development partners, communities, and the private sector and (d) other tasks as agreed with the Implementing Agency and Project Implementation Unit Project Manager for the delivery of the RMIURP. The complete scope of services including the consultant qualification requirements are indicated in the Terms of Reference (TOR) for the assignment , which can be obtained from the contact details provided below.
  • This consulting assignment is a full-time position to be located in Majuro, RMI and is expected to start by early, August 2026. The duration will be for 24 months with a possibility of extension based on performance.
  • The Project Implementation Unit (PIU) within the Ministry of Works, Infrastructure and Utilities now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.
  • Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (curriculum vitae with description of experience in similar assignments, similar conditions, etc., including a Cover Letter of no more than four (4) pages addressing individually the mandatory and desirable experience and qualification requirements from the TOR).

(a) Cover letter addressing the minimum requirements and desirable qualification requirements listed in the table below and in the TOR; and (b) Detailed CV with description of experience, including any similar assignments. (C) Indicate a minimum of 2 referees Criterion Maximum Points General Qualifications (education, training, and experience) 30 Adequacy for the assignment (experience in the sector, similar assignments, technical capacity building, and providing technical advice). 50 Experience in the Pacific Region, atoll Nations and Island countries (working level fluency in local language/knowledge of local culture or administrative system, government organization, etc.) 20
