Tranche ferme La ligne du chemin de fer Nyon — St-Cergue — La Cure est une ligne qui appartient à la compagnie du chemin de fer Nyon-St-Cergue-Morez (NStCM SA). Dans le cadre de différents travaux ferroviaires, des interruptions partielles ou complètes du trafic ferroviaire peuvent avoir lieu.
La compagnie NStCM SA, doit pouvoir anticiper et organiser la mise en place d'un service de bus de remplacement lors des interruptions partielles ou complètes du trafic ferroviaire. Le NStCM SA cherche un prestataire de transport afin de conclure un contrat-cadre pour une période de 4 ans reconductible d’un an.
Le NStCM SA doit également faire face à des interruptions non planifiées de sa ligne lors d'événements imprévisibles (incidents techniques, accidents, intempéries, etc.). Nous avons des interruptions planifiées et des interruptions non planifiées, à court terme ou urgentes. Dans tous les cas, des services de transport routier de remplacement doivent être organisés.
L'objet du présent appel d'offres concerne donc la mise en place de bus de remplacement sur la ligne du chemin de fer Nyon - Saint-Cergue - Morez lors d'interruptions planifiées et non planifiées.
Les principaux objectifs du mandat sont les suivants : • Assurer un service de remplacement par bus en cas d'interruption planifiée sur la ligne au plus proche de l'offre actuelle (horaire, confort, information et expérience voyageur). • Assurer un service de remplacement par bus en cas d'interruption non planifiée sur la ligne.
Tranche optionnelle Le marché comporte également une tranche optionnelle pour la pose et la dépose des potelets le long de la ligne. Le soumissionnaire utilisera le stock de potelets mis à disposition par NStCM. La sous-traitance est autorisée pour cette prestation.
