The West Africa Regional Digital Integration Program GW now invites sealed Bids from eligible Bidders for Mobile Radio Spectrum Monitoring System (SMMER) : Mobile Radio Spectrum Monitoring System, Desktop Workstations, Server … This contract includes Related Training Services, the goods and services will be delivered, installed and executed in Bissau, Guinea Bissau.
Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” from the World Bank September 2025 Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

The bidding document in English may be purchased free of charge by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by email address. On demand the tables in the RFB be will be available in world version.
Bids must be delivered to the address below Bairro Penha «Bra», Trás de «Obras de Nino», City: Bissau, Country: Guinea-Bissau on or before 03 February 2026 at 10hr30 a.m GMT. Electronic Bidding will not be permitted. Late Bids will be rejected.
The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below Bairro Penha «Bra», Trás de «Obras de Nino», City: Bissau, Country: Guinea-Bissau on 03 February 2026 at 11hr00 a.m GMT.
All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. All Bids must be accompanied by a Bid security of 40 000 USD. A Performance Security shall be required. The amount of the Performance Security shall be 10% percentage of the amount of the contract.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
