MINISTRY OF AGRICULTURE SHIRE VALLEY TRANSFORMATION PROGRAMME (SVTP) Request for Expressions of Interest Assistant Monitoring and Evaluation Specialist MW-MOAIWD-505770-CS-INDV Introduction The Government of Malawi with support from the World Bank and the African Development Bank is implementing the Shire Valley Transformation Programme (SVTP).

The program development objective (PDO) for SVTP is to increase agricultural productivity and commercialization for targeted households in the Shire Valley; and to improve the sustainable management and utilization of natural resources. The SVTP is a 14-year program (2018-2031) which is being implemented in three sequential but partially overlapping phases.

The Program targets the development of 43,370 ha abstracting water from the Shire River at Kapichira and conveying it by gravity to the irrigable area (in Chikwawa and Nsanje districts) through canals and pipelines. It is structured around three coordinated pillars: i.

Providing reliable, professionally managed and sustainably financed irrigation service to irrigators in a phased construction of the scheme and providing multiple services including water supply; ii. Support farmer organization within a comprehensive land use plan; supporting land tenure strengthening and consolidation; as well as natural resources management; and iii.

Establishment of smallholder owned commercial farm enterprises transitioning into commercial agriculture from subsistence farming and integrating them into commercial value chains. . The SVTP is being managed by a Project Management Team (PMT) consisting of various technical specialists headed by a Project Coordinator. One of the specialists is the Assistant Monitoring and Evaluation Specialist (AM&ES).

The Ministry of Agriculture therefore invites applications for a local consultant, suitably qualified, to fill the position of AM&ES, recruited as individual within the PMT The Position The Assistant Monitoring and Evaluation Specialist will be working under the guidance and supervision of the Monitoring and Evaluation Specialist (M &ES). The officer will among others be expected to attend all M&E activities.

Scope of the Assignment. Under the supervision of the Monitoring and Evaluation Specialist, and in accordance with the overall direction of the Project Coordinator for the Shire Valley Transformation Programme, the AM&ES will focus on monitoring and evaluation framework related activities and assisting with data management activities.

Tasks and Responsibilities The tasks and responsibilities of the AM&ES shall include, but not be limited to the following: Assist the M&ES in the preparation of progress reports (activity, monthly, quarterly and annual) Assist the M&ES in facilitating Programme review meetings, PTC and PSC meetings and preparation of reports for such meetings.

Assist the M&ES in coordinating the annual work planning process and the production of the consolidated Programme work plans and budgets.

Assist the M&ES in the preparation and conducting Programme studies and also the preparation of reports Provide assistance in preparation of stakeholder reports as need be Participate in field monitoring for data verification and situations analysis Any other duties as may be necessary.

Qualifications and Experience The AM&ES will have the following skills and qualifications Should possess university degree in Agriculture Economics or Economics from a recognised and accredited institution.

A minimum of 5 years work experience in M&E Good computer skills and proficiency in the use of Microsoft office (Excel, Word and PowerPoint etc.) Experience/skills working in teams and multi-cultural/sectoral environment, Highly motivated with excellent planning, analytical, communications and interpersonal skills as well as high level of diplomacy and High skills in report writing and conceptual thinking.

Positive attitude and high level of work ethics. Location of Employment The Assistant Monitoring and Evaluation Specialist will be based in Blantyre, but will be required to travel regularly and extensively to the project area (Chikwawa & Nsanje. Duration of Employment The contract is for an initial period of 1 year renewable annually upon satisfactory appraisal results.

Services and facilities to be provided by the client The client will provide the following services and facilities to the consultant Office space Office equipment Communication facilities Logistics for field work Performance Assessment Criteria The following criteria will be used to assess the performance of the Assistant Monitoring and Evaluation Specialist annually: Timely preparation of quality progress reports (monthly, quarterly, annual) Preparation of field monitoring reports Assistance in the consolidation of Annual Work Plans and Budgets Conducting and preparation of special studies Preparation of reports for quarterly reviews.
