Scope overview

The City of New York (the City ), acting by and through its Department of Citywide Administrative Services ( DCAS ) is seeking a qualified Contractor to provide towing, storage, auctioning, salvaging, and releasing services for all relinquished City vehicles.

These vehicles may include, but are not limited to, passenger cars, vans, pickups, trucks, trailers, sanitation equipment, fire trucks, off-road units, boats and other watercraft, and construction equipment.

Consistent with DCAS mission to maximize revenue to the City, the selected Contractor may also be directed by DCAS, in its sole discretion, to pick up, store, and dispose of other equipment, including, but not limited to, main car batteries (such as lithium ion batteries used in electric vehicles) and other vehicle parts (hereafter referred to as Vehicle-Related Equipment ).

Approximately three-thousand-five-hundred (3,500) of the City s fleet of over thirty-thousand (30,000) vehicles are sold in a given year. EPIN: 85626N0001.

DCAS received approval from the New York City Mayor s Office of Contract Services (MOCS) to use a Competitive Negotiated Acquisition (NA) pursuant to Section 3-04(b)(2)(ii) and Section 3-04(b)(2)(i)(d) of the New York City Procurement Policy Board Rules ( PPB ) Rules, as there are a limited number of vendors available and able to perform the work and it is not practical or advantageous to award a contract for these services by competitive sealed bidding or competitive sealed proposal.

The anticipated term of the contract is January 1, 2026 to December 31, 2028. The estimated contract value for this NA is $2,520,900.00. The following potential vendors are requested to submit a response to this Negotiated Acquisition. 1. Liquidity Services Operations LLC dba GovDeals 2. Property Room Inc 3. Holman Enterprises Inc 4.

Element Fleet Management Corporation This NA will be limited to the four vendors listed above in the Negotiated Acquisition. Any firm that believes it could also provide these requirements can be considered in future procurements conducted by the Agency. Any Expressions of Interest can be sent to alichen@dcas.nyc.gov.
