Scope overview
Die Ovra electrica Surses (OE Surses) ist das gemeindeeigene Stromversorgungsunternehmen. Sie ist Eigentümerin und Betreiberin des Verteilnetzes und für die Stromversorgung zuständig. Davon ausgenommen ist die Fraktion Bivio mit ihrem eigenen Elektrizitätswerk (EW Bivio).
Zweck der Ausschreibung ist die Auswahl eines Netzbetriebsdienstleisters im umfassenden Sinne als delegierter Anlagenbetreiber und Stromportfoliomanager für die OE Surses. Als Option ist derselbe Dienstleistungsumfang auch für das EW Bivio im vorliegenden Verfahren vorgesehen. Die Dienstleistungen umfassen die Netzanlagen sowie die eigenen Produktionsanlagen (Trink- und Kleinwasserkraftwerke).
Darüber hinaus sind alle regulatorischen Aufgaben als Netzbetreiber, Stromversorger und Stromproduzent zu erfüllen. Ebenso gehören das Monitoring des Strom- und HKN-Grosshandelsmarktes, die Definition und Umsetzung der Strombeschaffungsstrategie, die Abwicklung der Beschaffung von Herkunftsnachweisen für die Stromkennzeichnung sowie die Erfüllung aller regulatorischen Anforderungen zum Dienstleistungsumfang.
