Scope overview

The NYC Department for the Aging (NYC Aging) is seeking to contract with one mental health provider to implement a new model for providing mental health services citywide for older adults impacted by elder abuse and crime referred to as Building Options and Opportunities for Survivors of Trauma (BOOST).

Elder abuse and crime impacts not only the physical and financial wellbeing of affected older adults, but also their mental health. Mental health support for adults aged 60 and over is a significant social service priority for NYC Aging, and it is especially crucial to provide targeted mental health services for those who have experienced elder abuse or crime.

Through this Demonstration Project Solicitation (EPIN 12525D0001), NYC Aging is seeking proposals of innovative models to perform intake, assessment, clinical services, and referrals for this unique population. Additionally, the selected awardee will be required to offer trainings to other providers to develop future capacity.

Only proposers with one of the following credentials may submit a proposal: Article 31 licensed mental health clinics with a Geriatric or Adult designation; Hospitals with a faculty practice entity that allows hired faculty or staff to provide mental health services and is registered with the American Association of Medical Colleges (AAMC); or Hospital-based Article 31 clinics.

It is anticipated that one demonstration contract will be awarded from this solicitation and the contract term will be for three (3) years, starting July 1, 2025 through June 30, 2028. To respond to this solicitation, organizations must have (i) a PASSPort account, and (ii) have an Approved HHS Prequalification Application in PASSPort.

Responding providers should examine all Demonstration Project solicitation documents-which are available in PASSPort-for details about required elements of the program prior to submitting a proposal response to this solicitation. The proposal submission deadline in PASSPort is March 17, 2025 at 2pm.
