Project Implementation Unit Climate Resilient Water Services Project (CRWSP) of the Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of The Kyrgyz Republic announces tender for the position of Business Analyst/Implementation Specialist (Local Consultant) for organizational support for the implementation of Unified Water Information System (UWIS) Minimum qualification requirements: Education/experience: higher education (IT/management/engineering/economics) or relevant experience; ≥5 years of IS implementation experience.
Implementation in the public sector: planning and carrying out commissioning, putting into operation, scaling to regions; interaction with specialized agencies/ subdivisions. Requirements management: collection/analysis, preparation of TORs/descriptions; participation in UI and integration design; support for testing and defect resolution.
Helpdesk and SLA: launching/maintaining Helpdesk (routing, prioritization/escalation, incident/problem logging), SLA/OLA preparation and monitoring. Training and change of practice: face-to-face/distance trainings; method materials (instructions, manuals, memos, videos); support for certification/knowledge testing.
UAT and project documentation: scripts, checklists, protocols, recording of results and recommendations; regulations, instructions, memos, implementation plans/schedules, reporting on milestones. Communications and reporting: facilitation of approvals with stakeholders, preparation of management reporting on KPIs.
Strengths: experience in large-scale industrial launches; RACI preparation, participation in CAB, backlog prioritization; mastery of planning/Agile tools; interdepartmental IS integration and service monitoring; strong presentation/negotiation skills; domain expertise (water resources/irrigation).
