Scope overview

Reference: rfx_4836_Europe The assignment aims to assess the functioning of adult learning and training providers involved in Local Employment Partnerships established under the EU Support to Local Employment Partnerships – Phase II (LEP II) project in Bosnia and Herzegovina.

The assignment will analyse how education and training institutions cooperate with Public Employment Services (PES) and employers in the implementation of active labour market measures, including training for a known employer. It will examine sustainability of training provision, operational capacity of providers and practical challenges encountered in programme delivery.

The consultant will review accreditation procedures for adult learning providers and training programmes, identify administrative obstacles and compare institutional arrangements in Republika Srpska and the Federation of Bosnia and Herzegovina.

Based on collected evidence, the consultant will develop minimum operational conditions enabling effective PES–provider cooperation and provide recommendations relevant for improving employment measures and informing alignment with EU practices in adult learning and skills provision. The assignment is analytical and advisory in nature and will result in a concise report and practical operational guidance.
