Reference: rfx_4622_ROAP Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.

Below is a summary of the work to be performed: The assignment will support the ILO STREAM Programme in advancing a cross-regional, standards-aligned discussion on extending social protection to migrant workers in irregular situations across the South Asia–GCC migration corridor, with particular attention to gender-specific risks and barriers.

The work will focus on employment injury, disability and death compensation, including repatriation arrangements, as priority areas offering practical entry points for strengthening protection through existing liability and institutional coordination frameworks.

The External Collaborator will undertake comparative desk-based and consultative analysis across origin and destination countries to develop an operational taxonomy of irregular migrant worker profiles and pathways; review relevant International Labour Standards, international principles and global practices; and assess selected national legal, policy and administrative frameworks governing work-related protection.

The assignment will identify explicit legal exclusions, operational barriers and gender-differentiated access constraints. Building on this analysis, the work will propose feasible, evidence-based and gender-responsive policy options and operational pathways at origin, destination and corridor levels, including opportunities for pilot interventions and cross-border coordination.

The assignment will support STREAM policy dialogue and efforts to strengthen coordination between origin-country protection mechanisms and destination-country social protection systems.
