REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES – FIRMS SELECTION) INDONESIA Global Environment Facility (GEF) Grant: Sustainable Cities Impact Project (SCIP) Grant No.: TF0B8114 Assignment Title: Consulting Services For Foundational Capacity Building for Sustainable Financing in the Five Pilot Cities of GEF Indonesia SCIP Reference No .: ID-PPP BAPPENAS-508088-CS-CQS The Ministry of National Development Planning/National Development Planning Agency has received financing from the World Bank toward the cost of the Global Environment Facility (GEF) Grant, namely Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services.
Directorate of Strategic and Innovative Financing will be the Executing Agency of the Project that responsible for the Component 3. The consulting services (“the Services”) are part of Component 3: Piloting Innovative Financing Approaches and Instruments, specifically covering the Foundational Capacity Building (CB) for Sustainable Financing in five pilot cities (Jakarta, Semarang, Palembang, Balikpapan, and Bitung).
The Services will include preparation of training content and modules, delivery of five targeted trainings, facilitation of workshops, documentation of outputs, and provision of limited post-training consultation.
These activities aim to strengthen the institutional and technical capacity of local governments to identify, integrate, and apply sustainable financing schemes into their development planning and project preparation. The Services are expected to start in February 2026 and be performed during a period of 6 months .

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are relevant experience as follows: Have experience related to infrastructure financing, sustainable development, or public sector capacity building in the last 3 years.
Have experience in training delivery, facilitation, or institutional strengthening for government stakeholders. Established in Indonesia (or able to mobilize in Indonesia through local partners/local experts or representative office) with at least 3 years of experience in consulting services.
Familiarity with sustainable cities infrastructure such as waste and wastewater management; integrated clean water supply and stormwater management; energy efficiency and renewable energy; sustainable transportation, and/or urban biodiversity and sustainable landscapes.. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the Procurement Regulations.
