Les Termes de Références suivants sont présentés afin de sélectionner les coachs qui seront chargés d’accompagner des sous-projets d'investissement promus par des entrepreneurs dans les gouvernorats du Kef et de Siliana, avec une attention particulière portée aux jeunes et aux femmes travaillant dans le secteur du développement agricole.
Des actions complémentaires pourront également être étendues aux autres gouvernorats du Nord-Ouest, ainsi qu'à Kairouan et Gabès, pour un nombre limité d'investissements ayant déjà été financièrement accompagnés dans le cadre du projet TRACE (2021-2024) financé par le Pays Bas à travers la Banque Mondiale.
Le coach accompagnateur joue un rôle clé en tant qu’animateur des dynamiques de développement local et doit être capable d’accompagner le changement vers des investissements durables, innovants et générateurs d’emploi.
Il/Elle doit être le premier à promouvoir : le besoin de régularisation, la transparence dans les procédures de passation de marchés, l'emploi régulier des jeunes et des femmes, ainsi que l’adoption d’une approche de financement mixte (fonds propres, crédit et autres sources).
