E3950-TJ Assignment Title: Chief ICT Specialist (Component 2) Implementation agency: State Institution "Projects Implementation Center Fundamentals of Digitalization in Tajikistan" of the Executive Office of the President of the Republic of Tajikistan (PIC EoP) The Government of the Republic of Tajikistan has received financing from the World Bank toward the cost of the Tajikistan Digital Foundations Project and intends to apply part of the proceeds for consulting services.

The objective of the Project is to improve the delivery of digitally-enabled public services and to enhance the digital skills of the population. The Project development objective is to expand access to and usage of selected digital public services and enhance digital skills of the population.

The project consists of two main components designed to leverage digital technologies for both social objectives (i.e., inclusive access to public services) and economic objectives (job creation and economic growth), as follows: Component 1. Strengthening Foundations for Safe Digital Government Systems and Services; Component 2. Enhancing Digital Skills.

To ensure effective implementation of the activities of the Component 2 related to school connectivity, the PIC EOP intends to hire a Chief ICT Specialist who will provide strategic leadership and oversee all activities under this component.

The detailed Terms of Reference (ToR) for the assignment can be found at the following link: https://cloud.mail.ru/public/8qVS/ir7cGRmVM Qualification requirements for candidates are as follow: Higher education in Information Technology, Telecommunications, Computer Science, Engineering, or similarly relevant discipline.

At least 5 years of professional experience in ICT field, telecommunications sector or digital transformation initiatives in public or private sectors. International certifications in project management would represent a strong advantage. Proven track record in implementing large-scale ICT and/or telecommunications projects is preferred.

Similar experience working with international development organizations (e.g., World Bank, UNICEF) is highly desirable but not mandatory. Strong knowledge and experience in planning and providing broadband connectivity in Tajikistan, especially in remote areas. Excellent leadership skills with experience managing multi-stakeholder teams. Strong analytical skills with attention to detail.

Fluency in Tajik and Russian languages and strong command of English (written and spoken). An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of Procurement Regulations.
