Consulting Services for Value Chain Development in Osh Region of Kyrgyz Republic

Request for Expression of Interest (Consulting Services - Company Selection) Country: Kyrgyz Republic Project : Regional Economic Development Project (RED-1). Assignment: Conducting an information campaign, social mobilization and diagnostic study in order to build value chains and create productive partnerships in Osh oblast and Osh city and their further development. Reference No. (according to the Procurement Plan): IDA-REDP-CS-CQS-2025-2 The Kyrgyz Republic, represented by the Ministry of Finance of the Kyrgyz Republic, received a funding from the World Bank for the implementation of the Regional Economic Development Project and intends to use a part of the funds for consulting services. The Community Development and Investment Agency (ARIS) is the implementing agency of the project. Hereby the Agency invites eligible consulting companies (“Consultants”) to express their interest in providing the mentioned type of service. Interested Consultants must provide information demonstrating that they have the required qualification and relevant experience to provide the required services. The Terms of Reference for this assignment will be available for download after registration on the ARIS website and submission of an application for participation. Qualification Requirements:

• The company’s overall experience in conducting information campaigns, social mobilization, and building a value chain is at least 5 years.
• Successful experience in completing at least 3 similar assignments/projects implemented by the Consultant over the past 5 years.
• Experience working with projects funded by international donor organizations - at least 3 projects.

Consultants may cooperate with other companies in the form of a joint venture or sub-contract to improve their qualification. All members of the joint venture shall be jointly and necessarily responsible for this assignment. However, the experience of the sub-contractor will not be taken into account when the company is included in the final list of candidates. The consultant will be selected under the CQS method - Selection by Qualification.
