Scope overview
Le présent Marché unique sera attribué en entreprise générale (EG) constituée seule ou en Groupement momentané d'opérateurs économiques en Co-traitance dont le mandataire est solidaire de chacun des membres. Le(s) candidat(s) soumissionne(nt) donc pour la totalité des prestations décrites dans le dossier de consultation (DCE).
Le présent Marché est dérogatoire de l'allotissement en application des prévisions de l'article L2113-11 CCP, dont un extrait est reproduit ci-après : « L'acheteur peut décider de ne pas allotir un marché dans l'un des cas suivants : 1° Il n'est pas en mesure d'assurer par lui-même les missions d'organisation, de pilotage et de coordination ; 2° La dévolution en lots séparés est de nature à restreindre la concurrence ou risque de rendre techniquement difficile ou financièrement plus coûteuse l'exécution des prestations.
(…) » La complexité technique du projet nécessite la présence quotidienne d'un conducteur de travaux. Cette mission habituellement réalisée par un OPC n'est pas envisageable de façon journalière. Cela représenterait un coût beaucoup trop élevé
