Wastewater Infrastructure Construction Tender in Vinh Long Province

Country: Viet Nam IDA Credit No.: 6722-VN RFB No: VL2- PW-1.1a Issued on: 23 December 2025 The Socialist Republic of Viet Nam has received financing from the World Bank toward the cost of the Vinh Long City Urban Development and Enhanced Climate Resilience Project in Vinh Long Province and intends to apply part of the proceeds toward payments under the contract for VL2PW-1.1a: Construction of Wastewater treatment plant, wastewater pumping stations, pressure pipes and selected main sewer lines.

This contract will be jointly financed by the DRIVE program from the Ministry for Foreign Trade and Development Cooperation of the Netherlands, represented by Invest International Public Programmes (“hereafter referred to as “IIPP”).

The Vinh Long Province Civil and Industrial Projects Management Unit now invites sealed Bids from eligible Bidders for package VL2-PW-1.1a: Construction of Wastewater treatment plant, wastewater pumping stations, pressure pipes and selected main sewer lines in some wards in Vinh Long province.

The Works include construction of three main drainage pipelines in the PS8 catchment area leading to the wastewater treatment plant and wastewater pumping stations; installation of electromechanical equipment for the wastewater pumping stations; construction of the wastewater treatment plant; installation of electromechanical equipment for the wastewater treatment plant .

This contract is required to be completed within 730 days (including 90 days for commissioning) from the commencement date of contract.

Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Bids will be evaluated in accordance with the evaluation process set out in the Bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50%. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 200.

The method of payment will bank transfer to the following account. The document will be sent by airmail for overseas delivery and surface mail or courier for local delivery.

The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 14h00 dated 23 February 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

All Bids must be accompanied by a Bid Security of USD 360,000 and Local Labour Method Statement. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
