- The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Customs Modernization and Infrastructure Development Project (CMID) under the Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS)-Bangladesh and intends to apply part of the proceeds toward payments under the contract for Construction of Custom House Chattogram (CCH) and relevant structures. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
- The National Board of Revenue (NBR) now invites sealed Bids from eligible Bidders for
Package No. Brief Description Quantity Completion Period WD-03 Construction of Custom House Chattogram (CCH) and relevant structures (Construction of Green-Building Certified Custom House Chattogram, including general & site facilities, land development, earthworks, piling, basement, RCC structure, electrical, mechanical, plumbing, sanitary, fire safety, electro mechanical installations, building finishing works, green features, rain water harvesting, solar panel, electrical sub-station, internal road network & pavement, drainage system, main gate, boundary wall, environmental mitigation and occupational health & safety works as per specification, BOQ and drawings: General Layouts, Green-building certified Customs House: 3B+G+15, Laboratory & ware house: 1B+G+6, Mosque: G+1, Plaza & cafeteria, Guard house, Main gate, Boundary wall , Utilities & landscaping etc.) Single Lot 24 months
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” September, 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 5 0% and for Bid cost: 50%
- Interested eligible Bidders may obtain further information from AKM Nurul Huda Azad, Project Director, Customs Modernization and Infrastructure Development Project (CMID), NBR, cmid.nbr@gmail.com and inspect the Bidding document during office hours 09:00 to 17:00 hours (Bangladesh Local time) at the address given below. A read-only copy of the biddings document will also be available for viewing by prospective bidders on the website of the Employer: www.nbr.gov.bd
- The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of BDT 30,000.00 (Thirty thousand taka only) or USD 250 (USD two hundred fifty). The method of payment will be will be original bank draft or pay order in favor of “Project Director, Customs Modernization and Infrastructure Development Project (CMID)” for payment of the non-refundable fee, The document will be collected by the bidder from the Employer’s address below.
Or, on submission of a written application through email, which should be sent from the bidder’s official email address to the Employer’s email address mentioned below, together with attached copy of documentary evidence demonstrating direct deposit/electronic transfer payment to the Employer’s bank account mentioned below of a non-refundable fee as follows: For delivery of bidding documents within Bangladesh, BDT 30000.00 (Thirty thousand taka only) or USD 250 (USD two hundred fifty) plus courier service fee (depend on the weight of the documents). For delivery of bidding documents outside Bangladesh, BDT 30000.00 (Thirty thousand taka only) or USD 250 (USD two hundred fifty) plus courier service fee (depend on the country of delivery and weight of the documents). Within 3 working days of receipt of required fee in Employer’s Bank account, the Employer will dispatch the bidding document through courier service and send a copy of the courier service order receipt through reply email to the bidder’s email address which the bidder may use to track the delivery. The Employer shall not be responsible in case of delay or incorrect delivery by the courier service company.
- Bids must be delivered to the address given below by 15.00 hours, Bangladesh Standard Time (BST) on March 12, 2026 . Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address given below by 15.30 hours, Bangladesh Standard Time (BST) on March 12, 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
- All Bids must be accompanied by a: (i) Bid Security of BDT 135 million (one hundred thirty-five million BDT) or USD 1.10M (one point one zero million USD) or equivalent in any freely convertible currency in favor of “CMID Project”; and (ii) Local Labour Method Statement.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
- A Pre-Bid meeting will be held on February 16, 2026 at 14.30 hours, Bangladesh Standard Time at the address given below.
