Invitation to Bid Procurement Reference Number: - ET-Oromia Jima Rare Woreda-FSRP-517237-CW-RFB/25 The Jima Rare Woreda Agriculture and land Office intends to apply parts of the allocated budget of the Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction of Dora small scale upgrading Irrigation and Dildila Aba Oromo Rehabilitation and Expansion SSI Projects and intends to apply part of the allocated budget toward payments under the contract of this construction works.

The Jima Rare Woreda Agriculture and Land Office now invites sealed bids from eligible bidders for the construction of the below Small Scale Irrigation project. The names of projects, locations, and amount of bid security, are indicated in the table below.

The Jima Rare Woreda Agriculture and Land Office, now invites contractors of Category WWC-5 and above, to submit sealed bids for providing the necessary labor, material, and equipment for the construction and completion of the above SSIP Construction Project. Invited Bidders should fulfill the following requirements & other appropriate documentary evidence demonstrating the bidder’s compliance. 2.

Domestic bidders shall have a certificate of competency from the Ministry of Urban Development and Construction or Regional Construction Authorities, renewed for the bidding period. 3.

Commercial Registration Certificate, Renewed Trade license for the bidding period, Tax clearance certificate which is valid for the bid submission date that permits the bidder to participate in any public tender, TIN and VAT registration certificate and Contractors who intend to bid by forming an association (Joint Venture), each applicant or partner of a joint venture must purchase and collect the bidding document, prepared by the Bureau for this particular bid.

4. Interested eligible bidders may obtain further information from Woreda Agriculture and Land Office and inspect the bidding documents, including a complete set of Engineering Drawings in scanned copy which is necessary for bidding purposes, at the address given below at office hours. 5.

Bidding documents may be purchased from Jima Rare Woreda Revenue Authority up to submission of written application and a non- refundable fee of 1000.00 (one thousand birr) in cash for each Lot Project within 30 continuous days starting from this ITB announced on newspaper. 6.

The successful bidders shall expected to furnish 1%of contract price for ESHS performance,10%of contract price for performance security bond and 20%0f contract price for advance payment from unconditional Bank Guarantee. 7. The bidding procedure to be followed is Single stage,two-envelope procedure.

Bidders shall submit One Original and Two photocopies for both the Technical proposal and financial offer Only the technical qualification documents offers will be opened and financial bid prices and other necessary information will be not opening. 8. The bidding procedure to be followed is a single-stage, two-envelope procedure.

Bidders are required to submit Original and two photocopies each of the Technical Proposal and the Financial Proposal. The Technical Proposal shall include the wax-sealed Original, First Photocopy, Second Photocopy, and the Bid Security (CPO), each placed in a separate envelope. These envelopes shall then be enclosed together in one larger envelope clearly marked “Technical Proposal.

9. The deadline of the bid submission shall be on or before 9:00AM (3:00 local time) of January 29/01/2026 day from the day announced on the newspaper. The documents will be submitted to Jima Rare Woreda vice Administration Office. 10. The qualification document will be opened at 9:30AM (3:30 local time) of January 29/01/2026 day from the day announced on the newspaper.

Any contractor who has termination history with the bureau, zonal offices and other regional sectors and with bad performance (proved) in their past contractual period, the Client has full right to reject those contractors during technical evaluation. 13. The contractor must visit the site before purchasing the bidding documents.

Visit letter must be signed & stamped both with Contractor and Jima Rare Woreda Agricultural Office. 14. Only financial offers of those bidders who fulfill the minimum must meet evaluation requirements/criteria will be opened. The client shall address the financial opening date and time to the bidders. 15. Jima Rare Woreda Agricultural Office reserves the right to reject any or all bids. 16.

A bid security for each lot in the form of a Cash Payment Order (CPO) or an Unconditional Bank Guarantee must be submitted as stated above, in the name of Woreda Agriculture and Land Office. 17. The Bid validity period shall be: Ninety (90) Calendar days after the latest date for submission of bid and shall be valid for twenty-eight (28) days beyond the original validity period of the bid Ninety (90) days. 18.
