MINISTRY OF ENVIRONMENT (MOE) PROJECT IMPLEMENTAtION UNIT (PIU) CAMBODIA SUSTAINABLE LANDSCAPE AND ECOTOURISM PROJECT (CSLEP) IDA Credit number 6433-KH Invitation for Bids ---------- The Construction of Ecotourism Campground and trail at O’ Cham Waterfall Community Protected Area (Ref No.: MOE-CW-2025-02) The Royal Government of Cambodia has received 50.66 million financing from the International Development Association (IDA) (the “Bank”) in the form of a “credit” (hereinafter called “credit” toward the cost of the Ministry of Environment, Cambodia Sustainable Landscape and Ecotourism Project (CSLEP) , and it intends to apply part of the proceeds of this credit to payments under the Contract ( MOE-CW-2025-02) for The Construction of Ecotourism Campground and trail at O’ Cham Waterfall Community Protected Area.
The Construction period is Eight (8) months.
Procurement will be conducted through National Competitive Bidding Procedures outlined in the guidelines and procedures set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers and provisions stipulated in the Financing Agreement in consistency with the Government’s Standard Operating Procedures on Procurement for Externally Financed Projects/Programs.
Bids must be delivered to the address below on or before 17th October 2025 at 2:30 PM (Cambodia Local Time) . Late bids will be rejected.

Bids will be immediately open after the deadline for submission of bid in the presence of the bidders’ representatives who choose to attend in person at the address below at CSLEP Meeting Room, 5th Floor, Ministry of Environment, Morodok Techo Building (Lot 503), Tonle Bassac, Chamkarmorn, Phnom Penh, Cambodia.
A complete set of bidding document may be purchased by interest bidders on the submission of a written application to the below address upon payment of a non-refundable fee USD 60.00 or equivalent to KHR 240,000.00 All bids shall be accompanied by a Bid Securing Declaration as described in the ITB.
