CONSELHO MUNICIPAL Maputo Urban Transformation Project P141649 Notice of Request for Bids Design, Build and Operation of Maputo Solid Waste Management (SWM) Facilities Employer : Conselho Municipal de Maputo Project: Maputo Urban Transformation Project Contract title : Maputo Solid Waste Management (SWM) Facilities Country: Mozambique Grant No.: IDA 7490MZ RFP No: MZ-CMM-523703-CW-RFB Issued on: 22 December 2025 Dear Ladies and/or Gentlemen, The Maputo City Council Municipality has received financing from the World Bank toward the cost of the Maputo Urban Transformation Project, and intends to apply part of the proceeds toward payments under the contract for Maputo Solid Waste Management (SWM) Facilities.
The Maputo City Council Municipality now invites sealed Bids from interested Budders for: Schedule 1 : Design-Build Services, and Schedule 2 : Operation Services.
The Scope of work for Design-Build Services include : (1) Design of New Facility (New Landfill and Transfer Station) to have sufficient redundancy to remain functional and perform as a level which satisfies the requirements of the Employer’s Requirements Specification of no less than 99.5% of the rime once the New Facility is in operations; (2) Prepare an overall conceptual layout for the 28-year life of the New Facility (new landfill and transfer station) to meet the design-build service specification, with a minimum landfill capacity of 23.7 million metric tons (approx.
19.75 million m3); (3) The performance objective for Phase 1 (indicative design for 2 cells) is a minimum landfill capacity of 4.2 million metric tons of waste (approx.: 3.5 million m3); (4) Review and verify the data provided in the Supplementary Information section of this Request for Bid (RFB), which includes indicative overall concept layout and feasibility data for the landfill, and transfer station, leachate treatment, leachate and surface/storm water outfalls including dispersion simulation in Tembe River, indicative design drawings for all Facilities, and other background data including the geotechnical and topographic data for the landfill; (5) Adopt the following design life for the New Facility (landfill and transfer station): (a) civil works - 40 years; (b) mechanical and electrical plant – 20 years; (c) electronic control equipment – 15 years; (d) cabling – 15 years; (6) Compile questions or hold meetings with written minutes of meetings for all discussions for data provided to the Contractor, and for all indicative design, detailed design and bill of quantity documents prepared by the Contractor; (7) Prepare and implement the Construction Environmental and Social Management Plan (C-ESMP); (8) Complete all the Design-Build Services by March 31, 2028 .
The Scope of Work for Operations Services, with Performance Objectives : (1) Carry out Operations Services for the New Facility (new KaTembe landfill and new Hulene transfer station) to receive waste at the transfer station and landfill, transport waste from new Hulene transfer station to new KaTembe Landfill, dispose and compact wastes at landfill in accordance with the Specification B: Operations Services Appendix, Specification C: Technical Standards Appendix, Specification D: Environmental and Social Appendix, and Specification E: Tests to be Carried Out by the Contractor; (2) Prepare and Implement the Operations Environmental and Social Management Plan (O-ESMP); (3) Complete all Operations Services within 2,555 days (i.e.
7 years) from the Operations Starting Date to the End Date (as defined in the Particular Conditions of Contract (PCC), PCC 1. Definitions).
The procurement will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, 5th Edition, September 2023, (“Procurement Regulations”), and is open to all eligible Bidders.
Bidders may obtain further information from the Project Implementation Unit of the Maputo Urban Transformation Project (PTUM) to the following addresses: email: transformacaourbana.maputo@gmail.com, cc procurement@ptum.gov.mz Web: PTUM.GOV.MZ and inspect the RFB Document during office hours (0800 to 15.30 hours) at the address given below.
The RFB Document in English may be obtained by interested Bidders upon the submission of a written application to the address below. The document will be sent by electronic mail to the Bidders. A single-stage, two envelope RFB process will be used, and the Bids will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFB Document.
The Technical and Financial Parts of the Bids shall be submitted simultaneously in two separate sealed envelopes. The weights to be assigned for the Technical factors is 60% and for cost is 40%.
The main qualification criteria are: - Minimum average annual turnover in Construction Sector of USD 60 million, - Minimum cash-flow requirement of USD 7 million, - Specific Experience of at least one (1) contract with a value of at least US$30 million, or two (2) contracts each with a value of at least US$20 million, or three (3) contracts each with a value of at least US$10 million that have been successfully and substantially completed and that are similar to the proposed Plant and Installation Services.
The Bid, both the Technical Part and the Financial Part, must be delivered to the address below on or before 26 February 2026, 14.30 hours . Electronic Procurement will not be permitted. Late Bids will be rejected. The Technical Part of the Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 26 February 2026, 14.30 hours .
The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Bids. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFB document.
