The Kersa Malima Woreda Agriculture and Land Office financing from th e World Bank toward the cost of the Ethiopian Food System Resilience Program (EFSRP), and intends to apply part of the proceeds toward payments under the contract for Construction of Malka Hora Surface Pump and Obsan Bula Shallow Well Micro Irrigation Project Lot-1 in Kersa Malima Woreda.
For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. The Kersa Malima Woreda Agriculture and Land Office now invites sealed Bids from eligible Bidders for all works. 3.
Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” World Bank Procurement Regulation 7th Edition September 2025 and is open to all Bidders as defined in the Procurement Regulations. 4.

Interested eligible Bidders may obtain further information from Kersa Malima Woreda Agriculture and Land Office, Food System Resilience Program (FSRP), and inspect the bidding document during office hours 2:30 - 11:30 local time at Kersa Malima Woreda Finance Office, Room(02). 5.
The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to Kersa Malima Woreda Finance Office and upon payment of a nonrefundable fee of 500.00 (five hundred) ETB. The method of payment will be in transfer to the Woreda Revenues Office’s Bank account. The document will be sent by in person. 6.
Bids must be delivered to the address below Kersa Malima Woreda Finance Office Room(02) in Original and in two copies each on or before 11February,2026 at 10:30 AM. Electronic Bidding will not be permitted. Late Bids will be rejected.
Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below Kersa Malima Woreda Finance Office on 11 February at 10:30 AM. 7. All Bids must be accompanied by a Unconditional Bank Guarantee or Cash Payment Order (CPO) of 300,000 (Three Hundred Thousand ETB) and the bid security must be addressed to Kersa Malima Woreda Finance Office.
Bid Validity Period: 90 days from the deadline for bid submission. Bid Security Validity:120 days from the deadline for bid submission. The Bidder shall submit the following additional documents in its Bid: VAT registration certificate and TIN certificate Valid trade license or business organization registration certificate Valid tax clearance certificate for 2018 E.C.

Construction License Sound Unit Rate Analysis using the form in the Bidding Documents Demonstrate site specific work schedule, construction methodology and Quality control mechanisms 8.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9. The client reserve the right to reject any or all bids.
