Specific Procurement Notice Request for Bids Works Employer: The National Fisheries and Aquaculture Authority of the Republic of Liberia Project : The Liberia Sustainable Management Fisheries Project (LSMFP) Contract title: Construction of NaFAA Fisheries Complex Country: The Republic of Liberia IDA Grant No.: V3100 RFB No: LR-NAFAA-515156-CW-RFB Issued on : December 12, 2025 The National Fisheries and Aquaculture Authority (NaFAA) of the Republic of Liberia has received financing from the World Bank toward the cost of the Construction of National Fisheries and Aquaculture Authority (NaFAA) Fisheries Complex and intends to apply part of the proceeds toward payments under the contract for the construction of the NaFAA Fisheries complex.
For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
The Liberian Sustainable Management Fisheries Project (LSMFP) now invites sealed Bids from eligible Bidders for the Construction of the Fisheries Complex located at the Coast Guard Base, Freeport of Monrovia, Monrovia, Republic of Liberia. The duration of the implantation of the works is intended not to exceed 10 months.
Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” July 2016 (1st edition), revised November 2017 (2nd edition), July 2018 (3rd edition), November 2020 (4th edition), September 2023 (5th edition), February 2025 (6th edition), and September 2025 (7th edition) “Procurement Regulations”, and is open to all eligible Bidders as defined in the Procurement Regulations.

Dioh, Acting Project Coordinator, LSMFP; Email: adioh@nafaa.gov.lr with copy to jkpelewah@nafaa.gov.lr and aboimah-porte@nafaa.gov.lr and inspect the bidding document during office hours from 1000 hours to 1500 hours at the address given below: The Liberia Sustainable Management Fisheries Project NaFAA Technical Building Mesurado Pier, Coast Guard Base Freeport of Monrovia Monrovia, Liberia The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below, and upon the payment of a nonrefundable fee of Five Hundred United States Dollars (USD 500.00).
The method of payment will be by bank deposit. Bids must be delivered to the address below on or before 11:00am (local time), January 30, 2026. Electronic bidding will be permitted.
Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 11:30am (local time), Conference Room, NaFAA Technical Building, Coast Guard Base, Freeport of Monrovia, Liberia.
All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. All Bids must be accompanied by a Bid Security of USD 60,000.00 All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
