- The Republic of Uganda has received financing from the World Bank toward the cost of the Irrigation for Climate Resilience project (ICRP) and intends to apply part of the proceeds toward payments under the contract for Construction Works for Lot 1: Scheme Roads and Lot 2: Scheme Buildings and Sanitation Facilities for Kabuyanda Irrigation Scheme in Isingiro District
- The Ministry of Water and Environment now invites sealed Bids from eligible Bidders for the above works. The Scope of Works comprises of the following; (a) Lot 1 Construction of Scheme Roads :- (i) Existing District Roads(39.7km) and Subcounty Roads(22.3km): clearing and grubbing of the construction limits, road bed preparation and re-gravelling, swamp treatment by complete removal of the ‘unsuitable’ material and subsequent replacement with a minimum of G7 compliant natural gravel material and thereafter to raise an embankment for supporting the pavement structure, (ii) New Proposed Scheme Roads(4.5km): clearing and grubbing of the construction limits, top soil removal to a minimum depth of 150mm, road bed preparation to a maximum depth of 150mm, pavement construction, swamp treatment by removal to a maximum of 150mm of the topsoil (overburden) and subsequently filling the required embankment extents with a minimum of G7 compliant material (b) Lot 2: Construction of Scheme Buildings and Sanitation Facilities : - (i) Office block – 245m2 plan area , (ii) Conference hall – 168m2 plan area, (iii) Cold room facilities – 210m2 plan area, (iv) Dry storage facilities - 439m2 plan area, (v) 2 Bedroom House – 83m2 plan area (vi) Gate House - 11m2 plan area , (vii) Lined Ventilated Improved Pit Latrines (30 locations).
Further details on the above works are provided in the bidding documents. The qualification requirements are detailed in Section III of the Bidding document.
- Bidding will be conducted through National competitive Bidding using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” July 2016, revised November 2017, July 2018 and November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from Head, Procurement and Disposal unit, Ministry of Water and Environment at mikhail.duncan@gmail.com with copy to iseganyi1988@gmail.com and inspect the Bidding document during office hours from 9:00 a.m. to 5:00 p.m. on official working days (Monday-Friday) at the address given below in (10);
- The Bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of UGX 300,000 (Uganda shillings: Three Hundred Thousand Only) or the equivalent in a freely convertible currency prior to submission date. The method of payment will be by Bank payment Advice Form obtained from Uganda Revenue Authority (URA) website using “other NTR” as a tax head in the form. The hard copy of the bidding documents in English will be available for pick up at the address mentioned in (10).

- Bids must be delivered to the address below on or before 11: 00 a.m. Ugandan time on Wednesday, 8th April 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 11:05 a.m. on Wednesday, 8th April, 2026
- All Bids must be accompanied by (i) a Bid Security of Lot 1: UGX 300,000,000 (Uganda Shillings: Three Hundred Million Only) & Lot 2: UGX 90,000,000(Uganda Shillings: Ninety Million Only) or its equivalent in freely convertible currency and (ii) Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
