The Food Systems Resilience Program (FSRP-2 now invites sealed Bids from eligible Bidders for Construction of Seed Storage Facility at Sierra Leone Agricultural Research Institute (SLARI) in Line with Africa Rice and International Institute of Tropical Agriculture Guidelines through FSRP-2 under Ministry of Agriculture and Food Security (MAFS) .
Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information from: The Procurement Specialist -Mohamed Amara , at 14 Pipeline Drive, Off Wilkinson Road, Freetown . Email: mamara@fsrp-sl.org and inspect the bidding document during office hours i.e. 0900 to 1700 hours at the address given below.
The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of SLE 1,000.00 (One Thousand New Leones only) or in a convertible currency.
The method of payment will be by Bank Transfer or Direct Payment in the Account Listed below: Bank : Sierra Leone Commercial Bank Account Name : West Africa Food Systems Resilience Program Account Number : 003001107762112179 SWIFT BIC : SLCBSLFR Bank Address : Siaka Stevens Street, Freetown. The document will be sent by email upon receipt of evidence of payment and request letter from the intended Bidder.
Bids must be delivered to the address below in this format, 4 hard copies (1 ORIGINAL & 3 COPIES) and pdf format in a flash drive on or before 1100 hours on Friday, 10th April 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected.
Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Friday, 10th April 2026 at 11:10 a.m.
All Bids must be accompanied by: A Bid Security of One Hundred and Eighty – Five Thousand Sierra Leone Leones (SLL185,000.00) must be included within the sealed bid and satisfy the following conditions: be in favour of the Ministry of Agriculture and Food Security (MAFS) may be invoked if the bidder, upon the award of the contract, refuses to maintain the terms and conditions of the earlier submitted bid.
