/ Grant No: IDA E159-MW RFB No: MW-BWB-516261-CW-RFB Issued on: 12th November 2025 The Malawi Government has received financing from the World Bank toward the cost of the Malawi Water and Sanitation Project – 1 (MWSP-1) and intends to apply part of the proceeds toward payments under the contract for Construction of Service Reservoirs, Solar Power Plants and Upgrading of Pumping Stations in Blantyre.
For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. Blantyre Water Board now invites sealed Bids from eligible Bidders for the following works; No.
Description of Works Construction Period Location 1 Construction of Service Reservoirs, Solar Power Plants and Upgrading of Pumping Stations in Blantyre 18 Months Blantyre District, Malawi Bidding will be conducted through International competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 25% and for Bid cost: 75%.
Interested eligible Bidders will be required to attend a mandatory pre- bid meeting and site inspection which will take place on 24th November 2025 from 9.00 hours CAT at the address given below Interested eligible Bidders may obtain further information from the Chairperson, Internal Procurement and Disposal of Assets Committee Blantyre Water Board, P.O.
Box 30369, Chichiri, Blantyre 3, Malawi, Email: piu@bwb.mw and inspect the bidding document during office hours [ 07:30 to 16:30 hours cat ] at the address given below.
The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$200.00 The method of payment will be Direct deposit into Procuring Entity account. Bids must be delivered to the address below on or before 23rd December 2025 at 09.00 Hours Local Time . Electronic Bidding will not be permitted.
Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 23rd December 2025 at 09.00 Hours Local Time.
All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. All Bids must be accompanied by a Bid Securing Declaration and a Local Labour Method Statement.
