Specific Procurement Notice Request for Bids Small Works (Two-Envelope Bidding Process) Employer: Ministry of Energy and Agriculture (MEPA) Project: Georgia Resilient, Irrigation and Land Project (GRAIL) Contract title: Rehabilitation of Shavgele Massif Drainage Scheme Country: Georgia Loan No: 9504-GE RFB No: GR/W/RFB/0 1 Issued on: 24 December, 2025 The Government of Georgia has received financing from the World Bank toward the cost of the Georgia Resilient Agriculture, Irrigation and Land Project (GRAIL), and intends to apply part of the proceeds toward payments under the contract for the supply and installation of pumps, electrical installation; construction of flow regulator, concrete pipe and box culverts, short-span bridges, under the Shavgele Massif Drainage Scheme .

The Ministry of Environmental Protection and Agriculture (MEPA) now invites sealed Bids from eligible Bidders for the supply and installation of pumps, electrical installation; construction of flow regulator, concrete pipe and box culverts, short-span bridges, drain re-excavation, new drain construction, and land clearing including tree cutting, under the Shavgele Massif Drainage Scheme.

Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.

The following weightings shall apply for Rated Criteria (including technical and non-price factors) carrying 40% and the bid cost carrying a weighting of 60%, in compliance with the mandatory requirements of the World Bank Procurement Regulation 2020.

Interested eligible Bidders may obtain further information from the Ministry of Environmental Protection and Agriculture (MEPA) of Georgia and inspect the bidding document during office hours - 10:00 to 17:00 hours at the address given below . A complete set of bidding documents in English will be sent to the interested eligible bidders upon expression of interest, free of charge. The documents will be sent by email.

Bids must be delivered to the address below on or before 15:00 hours (Local Time), February 10, 2026 . Electronic bidding will not be permitted. Late Bids will be rejected.

The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 15:00 hours (Local Time), February 10, 2026 .

All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. All Bids must be accompanied by a Bid-Securing Declaration.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
