SAVE PROJECT Specific Procurement Notice Request for Bids Small Works (One-Envelope Bidding Process) Country: Malawi Name of Project: Skills for A vibrant Economy (SAVE) Contract Title: Construction of Workshops and Office Buildings at Mzuzu and Livingstonia Technical Colleges Loan No./Credit No./ Grant No.: IDA-68910 RFB Reference No.: MW-MOE-506027-CW-RFB Date of Issue: 3rd September, 2025 The Government of Malawi has received financing from the World Bank toward the cost of the Skills for A Vabrant Economy (SAVE) Project, and intends to apply part of the proceeds toward payments under the contracts for construction of buildings comprising workshops and offices at Mzuzu and Livingstonia Technical Colleges .

• The SAVE Project now invites sealed Bids from eligible Bidders for:

(a) Lot 1 – Construction of a two-storey workshops and offices building at Mzuzu Technical College in Mzuzu city within a period of 8 months ; (b) Lot 2 – Construction of a two-storey workshops and offices building at Livingstonia Technical College in Rumphi within a period of 8 months ;

• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB), and is open to all eligible Bidders.
• Interested eligible Bidders may obtain further information from the address at Para 9 below and inspect the bidding document on the SAVE Project website: www.saveproject.mw or during office hours from 09:00 Hrs to 16:00 Hrs at the address given below.
• A complete set of bidding documents in English language will be available and can be obtained from the address below at a non-refundable fee of MK40,000 or US$25 .
• Bids must be delivered to the address below on or before 3rd October, 2025 at 10:00 Hrs . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 3rd October, 2025 at 10:00 Hrs .
• Interested bidders are free to pick out any one Lot or both of them.
• Non-mandatory pre-bid site meetings will be held as follows:
