- Mongolia has received financing from the World Bank toward the cost of the Ulaanbaatar Sustainable Urban Transport Project (USUTP) and intends to apply part of the proceeds toward payments under the contracts for Type II-W3 Construction of Yarmag New Road . Bidding process will be governed by the World Bank’s Procurement Regulations.
- The Governor’s Office of the Capital City now invites sealed Bids from eligible Bidders for the construction and completion of the following contract (“the Work”) that generally include construction works given below;

Construction of Yarmag New Road 8.3 km of asphalt pavement road, minor bridge works, box and pipe culverts, drains, bicycle lane and footpath, road furniture, street light, traffic light, bus stop including shelter, utilities relocation and installation works. Construction Period: 570 days (19 months) Defect Liability Period: 1095 days (3 years).
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%
- Interested eligible Bidders may obtain further information from Ulaanbaatar Sustainable Urban Transport Project, Procurement Specialist tsolmon@usut.mn, procurement@usut.mn and inspect the Bidding document during office hours from 09:00 to 17:00 hours at the address given below .
- The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written request to the address below. The document will be sent by e-mail.
- Bids must be delivered to the address below on or before March 16, 2026 at 10.00 a.m. (GMT+8) . Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on March 16, 2026 at 11.00 a.m. (GMT+8) . All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
- All Bids must be accompanied by a: (i) Bid Security of MNT 500,000,000 and (ii) Local Labor Method Statement .
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
