Scope overview
The Roads Department of the Ministry of Infrastructure of Georgia (the “Client”) has been allocated grant funds (the “Grant”) from the European Union (EU) which are administered by the European Investment Bank (“the Bank”) and executed by the Roads Department of the Ministry of Infrastructure of Georgia.
This International Invitation for Tenders related to the contract for the Construction/Rehabilitation Works for Road Safety Improvement, West Georgia (Lot I) and East Georgia (Lot II). The aim of the Georgia Transport Connectivity (GTC) - Georgia Road Safety Improvement Project is to improve road safety on the national roads network.
Considering Georgia aspires to become a regional transport-transit hub at the center of East-West transit routes, the improvement of road safety on key high-risk corridors, located in the extended TEN-T networks will substantially contribute to the improvement of the regional integration while mitigating risks associated to road traffic.
The main output of the Project is to eliminate separate selected blackspots located along the extended TEN-T network in Georgia and improve the road safety. The main expected benefit is a decrease of road accidents in both number and severity. The civil works on the selected road sections (blackspots) will include specific physical safety improvements, complemented by awareness raising activities.
The Contracting Authority will adopt an international competitive bidding process, also known as the open procedure, for this contract, as outlined in the EIB’s Guide to Procurement (July 2024). This procedure will be carried out according to the July 2024 version of the EIB’s Guide to Procurement, in compliance with national laws.
The process employs a single-stage, one-envelope system and is open to all bidders from eligible countries specified in the Bidding Document. The bidding process adheres to principles of open international competition, non-discrimination, fairness, transparency, and aims to select the most economically advantageous offer.
Bidders are required to submit their proposals in a single envelope, which must include both the price and technical proposals. These envelopes will be opened publicly at the time and date stated in the Bidding Document, and the bids will then be evaluated.
