Background The Government of the Republic of Uzbekistan has received financing from the International Development Association (IDA) under the Preparation Grant for Transforming Public Education for Economic Growth (P513205) to support preparatory activities for a follow-on education operation. The Project is implemented by the Ministry of Preschool and School Education (MoPSE).
MoPSE intends to recruit an Individual Consultant (Construction Specialist) to provide technical support related to school infrastructure planning, design review, site assessment, and coordination with national authorities and the World Bank. 2.
Scope of Services The Construction Specialist will provide technical advisory and coordination services, including but not limited to: Coordination and review of model school designs (blueprints) in compliance with national construction standards, World Bank requirements, and international best practices; Liaison with the Ministry of Construction, relevant state authorities, and regional administrations (hokimiyats); Support to land identification and technical assessment for future school construction sites; Review of architectural, engineering, feasibility, and cost documentation prepared by consultants; Quality assurance of technical deliverables, including safety, accessibility, energy efficiency, climate resilience, and inclusive design aspects; Participation in technical meetings, missions, and consultations with the World Bank; Contribution to technical sections of reports, procurement documentation, and operational manuals under the Project.
3. Deliverables The Consultant is expected to deliver, inter alia: Validated model school design (blueprint); Technical review notes and recommendations on consultant deliverables; Land identification and assessment summaries; Quarterly technical progress reports; Final technical report. 4.
Qualification Requirements Interested candidates shall meet the following minimum qualifications: Bachelor’s degree or higher in civil engineering, architecture, or a related field; At least seven (7) years of professional experience in design, construction, or supervision of public infrastructure projects; Proven experience in coordinating multi-agency infrastructure projects and working with government institutions; Demonstrated experience in reviewing technical design documentation, cost estimates, and feasibility studies; Knowledge of Uzbek construction standards (KMK, SHNK) and familiarity with World Bank infrastructure and environmental and social requirements; Proficiency in English, with working knowledge of Uzbek and Russian.
5. Selection Method The Consultant will be selected in accordance with the World Bank Procurement Regulations for IPF Borrowers (February 2025), using the Individual Consultant Selection (IC) method. 6. Submission of Expressions of Interest Interested candidates shall submit their Expression of Interest, including an updated Curriculum Vitae, demonstrating that they meet the above qualifications.
Expressions of Interest shall be submitted directly to the Ministry of Preschool and School Education of the Republic of Uzbekistan no later than: 5 December 2025, 18-00 Tashkent time (GMT+5).
