REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) Lebanese Republic Council ForDevelopment and Reconstruction (CDR) Lebanon Emergency Assistance Project (LEAP) Ref: LEAP-SUP-01 Assignment Title: Construction Supervision of Damaged Roads Clearing and Restoration in: “Nabatiyeh, Hasbaya, Marjeyoun, Sour and Bint Jbeil cazas and the southern suburbs of beirut” The Lebanese Republic (hereinafter called “Borrower”) has applied for financing in the amount of 250 million US Dollars from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a “loan” (hereinafter called “loan”) toward the cost of Lebanon Emergency Assistance Project.
The Council for Development and Reconstruction (CDR), an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for consulting services to be procured under this project.
The Consultant will be responsible for supervising, verifying, and reporting on the compliance of all construction activities related to the clearing and restoration of damaged roads in Nabatiyeh, Hasbaya, Marjeyoun, Sour and Bint Jbeil Cazas and the Southern Suburbs of Beirut.
This includes: (i) Supervising and verifying – through regular site visits, technical assessments, and review of relevant project documentation – the implementation and quality of works in accordance with the approved designs, technical specifications, and contract conditions; (ii) Ensuring compliance with the project operational manual, as well as applicable World Bank operational, fiduciary, environmental, and social requirements; (iii) Certifying completed works, including road clearance, pavement restoration, drainage works, and associated infrastructure repairs; and (iv) Monitoring progress against project timelines and collecting feedback from stakeholders, including local authorities, contractors, and end beneficiaries.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant Brochures may also be included in the EOI. The shortlisting criteria are: 1.
Firm Experience: (a)The firm’s core business and total years of general experience in business with a minimum of 10 years of experience in providing supervision services in relevance to this assignment.
(b) Having substantially completed in the last 10 years, starting January 01, 2015, One (1) or two (2) completed road projects as main supervision consultant with total construction cost value of minimum US Dollar 20 million or more. In case of a Joint Venture, a maximum of 2 partners (Lead & 1 partner) may present the EOI.
The Lead partner shall submit one (1) project having a total construction value of minimum US Dollar 14 million as main Consultant while the partner shall submit one (1) project having a total construction value of minimum US Dollar 8 million as main Consultant. Description of these assignments shall be provided. 2. Financial Soundness: Audit Financial statement for the last 10 years starting January 01, 2015.
EOI shall be limited to 20 pages’ maximum. Pages beyond 20 may not be reviewed. Please note that at this shortlisting stage: Technical and financial proposals are not requested. Key Experts, if proposed for the assignment, will not be evaluated. Request for clarifications on the REOI or TOR may not be replied to at this time, as the allocated time for submission of EOI does not permit for such exchanges.
The shortlist will contain 5 to 8 firms. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting services” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Shortlisted Consultants will be invited to submit their proposals, upon which a Consultant will be selected in accordance with the (QCBS) described in the “World Bank “Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting services” dated February 2025 and to be specifically set out in the Request for Proposals.
