THE REVOLUTIONARY GOVERNMENT OF ZANZIBAR MINISTRY OF FINANCE AND PLANNING BOOSTING INCLUSIVE GROWTH FOR ZANZIBAR: INTEGRATED DEVELOPMENT PROJECT IDA CREDIT NO: 69140-TZ TENDER NO: TZ-POFP-518860-CW-RFB CONSTRUCTION WORK FOR STONE TOWN SAFE AND SUSTAINABLE MOBILITY PROGRAM SPECIFIC PROCUREMENT NOTICE Request for Bids (RFB) 8th December 2025

• This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. WB-P811333—8 of 27-08-2021.
• The Revolutionary Government of Zanzibar has received financing from the World Bank toward the cost of the Boosting Inclusive Growth for Zanzibar: Integrated Development Project (BIG-Z), and intends to apply part of the proceeds toward payments under the contract for Construction Work for Stone Town Safe and Sustainable Mobility Program
• The Revolutionary Government of Zanzibar, Ministry of Finance and Planning now invites sealed Bids from eligible Bidders for the Construction Work of Stone Town Safe and Sustainable Mobility Program which consists of the construction of the road and its related infrastructure system as well as pedestrian path and landscape areas for Stone Town.

Time estimated for the completion of the works: 8 months including 30 days of mobilization plus 12 months Defect Liability Period.

• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
• Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria as provided in Section III: Evaluation and Qualification Criteria (without Prequalification Criteria) of the Bidding Document which includes:

(i). Experience as prime contractor: they should have successfully completed at least two (2) contracts of similar nature and complexity within the last ten (10) years, each of a minimum built surface of 30,000 m2. (ii). Minimum average annual construction turnover of 25,000,000,000; calculated as total certified payments received for contracts in progress and/or completed within the last 5 years. (iii). Minimum amount of liquid assets, unencumbered real assets, lines of credit, and other financial means for TZS 8,000,000,000. (iv). Further details and complete qualification requirements are provided in the Bidding Documents.

• Interested eligible Bidders may obtain further information from the Ministry of Finance and Planning Zanzibar through Principal Secretary, Ministry of Finance and Planning Zanzibar, P.O.BOX 1154, First Floor, Sea View-Wing, Vuga Street, Zanzibar – Tanzania and inspect the bidding document during office hours 07:30 to 15:30 local hours from Monday to Friday inclusive, except on public holidays at the address given below.
• The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 150. or its equivalent in a freely convertible currency. The method of payment will be through Control Number which is obtained from Finance Department – Ministry of Finance and Planning.
• Bidding documents are being provided in hard copies. However, only for the convenience of the bidders, in filling the various Forms and the Bills of Quantities, a soft copy in flash Disk is also being given along with the hard copy. The bidders should note that in case of any difference in the hard and the soft copy, the one in hard copy only will prevail.
• Bids must be delivered to the address below on or before 11:30am local hour and Thursday 8th January 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below.
• All Bids must be accompanied by a Bid Securing Declaration Security. The Bid Securing Declaration shall be clearly addressed to the Principal Secretary, Ministry of Finance and Planning Zanzibar, P.O.BOX 1154, First Floor, Sea View-Wing, Vuga Street, Zanzibar – Tanzania. The Bid Security shall be valid for twenty-eight (28) days beyond the bid validity period, i.e. 148 days after the bids submission deadline.
