  • The Government of the Republic of Rwanda (GoR) to support the Energy Development Corporation Limited (EDCL) as implementing agency/procuring entity has received financing from the World Bank toward the cost of the Rwanda Accelerating Sustainable and Clean Energy Transformation Project (ASCENT) and has on-lent the proceeds of the financing to Energy Development Corporation Limited (EDCL) that is implementing the Project on the behalf of the GoR. EDCL intends to apply part of the proceeds towards Construction for MV&LV electrification lines, service connections & associated civil works through framework contracts in the Eastern and Southern Provinces concluded through this RFB Primary Procurement process. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing,
  • The Procuring Agency is undertaking Primary Procurement with a view to concluding Framework Agreements . The Procuring Agency is the sole Purchaser under the Framework Agreement. The Procuring Agency now invites sealed Bids from eligible Contractors to submit their bids for the following works in lots:
  • Lot No1: construction for MV & LV Electrical Lines, Service Connections & associated civil works in the Eastern Province
  • Lot No2: construction for MV & LV Electrical Lines, service connections & associated civil works in Southern province.
  • Additional qualification details are provided in the Bidding Documents/ bid datasheet.
  • Bidders must have successfully completed at least one (1) similar contract for construction works for MV & LV Electrical Lines, Service Connections & associated civil works within the last ten (10) years of similar nature and complexity. The value of contracts shall be at least USD 1.015 million for lot No1 and USD 1.030 million for the lot No2 or its equivalent in Rwandan Francs. Two contracts with cumulative value equivalent to the said amount per lot shall be accepted.
  • Minimum average annual turnover of US$ 1.451 million for lot No1 and US$ 1.473 million for the lot No2 calculated as total certified payments received for contracts in progress or completed, within the last ten (10) years or its equivalent in Rwandan Francs for all lots.
  • The Framework Agreement to be concluded will be “Single-User.” “The Single-User entitled to purchase under the Framework Agreement is the Energy Development Corporation Limited/RUEAP- ASCENT.
  • The Framework Agreement to be concluded will be “Multiple-Contractors (two contractors per lot)
  • The selection of a Framework Agreement for Contractors to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement.
  • Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Bidders may submit Bids for one or more of the above lots. However, only two Lots may be awarded to one contractor.
  • The Framework Agreement shall be concluded for a Term of Three (3) years, from the commencement date stated in the Framework Agreement.
  • The Primary Procurement shall establish a Closed Framework Agreement(s) and bids will be evaluated in accordance with the evaluation process set out in the bidding documents.
  • Interested eligible Bidders may obtain further information from Energy Development Corporation Limited (EDCL); procurement@edcl.reg.rw with a copy to erukinirwa@edcl.reg.rw and cuwajeneza@edcl.reg.rw to inspect the bidding document during office hours (09:00 AM to 5:00 PM) at the address given below.
  • The Bidding document in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 50 USD or in a convertible currency. The method of payment will be deposit on the Bank Account N° 1000057734 in USD opened at National Bank of Rwanda in the name of EDCL EAQIP IDA Designated Account, Swift Code: BNRWRWRW. The document will be sent by e-mail.
  • The virtual pre-bid meeting shall be conducted on 09/02/2026 at 10 a.m. The link will be shared with the interested bidders.
  • Bids in one envelope must be delivered to the address below, on or before 05/03/2026 at 10:00am (local time). Electronic Bidding “will not” be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 05/03/2026 at 10:30am (local time).
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s/bidders’ beneficial ownership, as part of the publication of the conclusion of framework agreement notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
