/ Grant No.: 7132-NP RFB No: NP-DWSSM-508890-CW-RFB Issued on: December 23, 2025 The Government of Nepal has received financing from the World Bank toward the cost of the Water Sector Governance and Infrastructure Support Project (WaSGISP) and intends to apply part of the proceeds toward payments under the contract for Construction Works of Distribution Network of Birendranagar, Bheri Package II.

For this contract the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. The Water Sector Governance and Infrastructure Support Project (WaSGISP), Birendranagar Project Implementation Unit, Birendranagar, Surkhet now invites sealed Bids from eligible Bidders for Bheri Pumping Package –II.

The Construction Work mainly consists of (i) Construction of Distribution System Pipe Network of approximately 800 Km.

Length, (ii) Enhancement of Existing Treatment System at Jhupra, (iii) Enhancement of Intakes at Jhupra, Karikhola-Barikhola, and Itram (iv) Installation of Transmission mains from Jhupra, Karikhola-Barikhoa and Itram (v) Construction of Reservoir Tank of 1500 m3 capacity at Itram Region, and (vi) SCADA system for automation and data acquisition.

Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing”, July 2016, revised September 2023, (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 25% and for Bid cost: 75% .

The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee NPR 20,000 (Twenty thousand) or equivalent USD.

For electronic bid submission, the bidder may inspect and or submit the bid by visiting electronic procurement portal http://www.bolpatra.gov.np of Public Procurement Office (PPMO) of Government Nepal. Bidders shall deposit the fee of bidding document in the revenue account given above and the scanned copy of the bank deposit voucher shall be uploaded at the time of e-bid submission.

For e-submission, the bidder is required to register in the e-GP portal http://www.bolpatra.gov.np for downloading and submitting the bid electronically. In case of Joint Venture, the lead member shall submit the bid in the e-GP portal. In addition, electronic and scanned copy (pdf format) of the bank deposit voucher shall also be submitted along with the electronic bid submission files. Late Bids will be rejected.

The “TECHNICAL PART” of the bid will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below immediately after bid submission deadline on February 6, 2026 at 13.00 hrs. “FINANCIAL PART” of the bid shall remain unopened until the second public Bid opening, notified after completion of evaluation of Technical Part of the bid.

All Bids must be accompanied by a: (i) Bid Security of USD 400,000 or equivalent NPR; (ii) Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration; and (iii) Local Labor Method Statement.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
