Construction Bid for Ega-2 Small Scale Irrigation Project in Ethiopia

INVITATION FOR BID (IFB) Construction Work of Ega -2 Small Scale Irrigation Project Procurement Reference Number: ET-OROMIA-ANFILO-WORD-FSRP-529304-CW-RFB Anfillo Woreda Agriculture and Land Office intends to apply parts of allocated budget of Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction of Ega -2 Small Scale Irrigation Project, which is located Oromia Regional National State, Kelem Wollega Zone, Anfillo Woreda. The Anfillo Woreda Agriculture and Land Office now invites sealed bids from eligible bidders for construction of Ega-2 Small Scale Irrigation project. The names, location, amount of bid security, are indicated in the table below. • The Anfillo Woreda Agriculture and Land Office, now invites sealed bids from eligible contractors, to submit sealed bids for providing the necessary labor, material and equipment for the construction and completion of the above Site projects. Invited Bidders should fulfill the following requirements & other appropriate documentary evidences demonstrating the bidder’s compliance requested in SBD.

 Domestic bidders shall have a certificate of competency from Ministry of Urban Development and Construction or Regional Construction Authorities with Category GC or WWC and above, renewed for the bidding period,  Commercial Registration Certificate,  Renewed Trade license for the bidding period,  Tax clearance certificate which is valid for bid submission date that permits the bidder to participate in any public tender,  TIN and VAT registration certificate and  Copy of Tax Payer registration Certificate for 2018 E.C  Copy of Value Added Tax Registration Certificate 2018 E.C  Renewed Construction License for 2018 E.C  Contractors who are intending to bid by forming an association (Joint Venture), each applicant or partner of a joint venture must purchase and collect the NCB document, prepared by the Woreda for this particular bid.

• Bidding will be conducted through a National Competitive Bidder (NCB) procedures as specified in the World Bank’s Procurement Regulations.
• Interested, eligible Bidders may obtain further information from the Anfillo Woreda Finance Office, 5 Room, during Office hours.
• A complete set of Bidding documents in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Ethiopian Birr 1000 (One thousand ETB only) starting from March 10, 2026 G.C at working hours.The method of payment will be depositing the Money in Anfillo Woreda Finance Office Account No.1000075375305 and taking a receipt from the Anfillo Woreda Procurement officer Room.
• The bidding procedure to be followed is a single-stage, two-envelope procedure. Bidders are required to submit Original and two photocopies each of the Technical Proposal and the Financial Proposal.The Technical Proposal shall include the wax-sealed Original, First Photocopy, Second Photocopy, and the Bid Security (CPO), each placed in a separate envelope. These envelopes shall then be enclosed together in one larger envelope clearly marked “TECHNICAL Proposal.”The Financial Proposal shall include the wax-sealed Original, First Photocopy, and Second Photocopy, each placed in a separate envelope. These shall then be enclosed in one larger envelope clearly marked “FINANCIAL Proposal.” Finally, the entire set of documents-both the Technical Proposal and the Financial Proposal-shall be enclosed in a single wax-sealed outer envelope, which shall clearly bear all necessary information regarding the Bidder, the Employer, and the relevant Project details.
• Bids must be delivered to the address below on or before 10:00 A.M. on April 13, 2026 G.C and must be accompanied by a bid security in the form of a (CPO) or an Unconditional and irrevocable Bank Guarantee only. Electronic Bidding will not be permitted. Late Bids will be rejected.
• Bids will be opened in the presence of the Bidders’ representatives and anyone who chooses to attend at 10:30 A.M, on April 13, 2026 G.C at the offices of Anfillo Woreda Vice Administration office room no 3.
• Bids shall be valid for 120 (90+28) days after the latest date for submission of bid.
• Anfillo Woreda Agriculture and Land Office reserves the right to accept or reject any or all bids.
